Consolidated Linear Infrastructure Environmental Compliance Approval (CLI-ECA)

The MECP issued Tecumseh's CLI-ECA on April 28th, 2023, marking its effective date against new development and infrastructure projects. 

In Ontario, Section 53 of the Ontario Water Resources Act (OWRA) requires municipalities and developers to obtain an Environmental Compliance Approval (ECA) to use, operate, establish, alter, extend or replace new or existing sewage works (alterations/changes to Town's storm or sanitary collection system).

The Ministry of Environment, Conservation and Parks (MECP) have updated their environmental permissions approach and framework for sewage works regulated under Section 53 of the Ontario Water Resources Act. This new approach, known as CLI-ECA standing for Consolidated Linear Infrastructure Environmental Compliance Approval, requires municipalities to approve of low-risk infrastructure projects in place of the MECP, which had previously been processed through "pipe-by-pipe" approvals framework by the MECP.

The CLI-ECA covers the municipal stormwater and sanitary sewer system in full and any alterations completed to either system. It includes updated project terms, conditions, and design criteria requirements for future sewage works, intended to enhance environmental protection and improve consistency between system design, construction, operations, and maintenance. 

The Town will be incorporating a review process for all new development undertaken after the CLI-ECA date of issuance. 

The Town's CLI-ECA permits approval of alterations (i.e. modifications, replacements, extensions, additions) to the Town's stormwater and/or sanitary sewer system, such as sewers, facilities or components (i.e. wet ponds for stormwater management), treatment devices (i.e., Oil-Grit Separator Unit) or low-impact development (LID) that;

  • is on Town-owned property or land which the City has easement rights including parks and community centers servicing a single parcel of land, but excluding industrial, institutional and commercial lands.
  • will service a new subdivision development to be assumed by the municipality through a development agreement.

The Town's CLI-ECA does not permit approval of alterations (i.e. modifications, replacements, extensions, additions) to the Town's stormwater and/or sanitary sewer system that;

  • Is private stormwater or sanitary infrastructure 
  • Changes servicing a single parcel of land
  • Changes to stormwater or sanitary infrastructure on industrial, institutional or commercial land
