Council Connect: Highlights from August 13, 2024, meetings of Council

Special Meeting of Council

Tecumseh Hamlet Secondary Plan Presentation of Draft Document and Scheduling of a Public Meeting: Council received a report providing an overview of the Draft Tecumseh Hamlet Secondary Plan (THSP), including its purpose, content, and the planning and servicing processes involved. It also outlines the public and agency consultations conducted so far and highlights key outcomes from these engagements.  The report sought authorization to schedule a statutory public meeting, as required by the Planning Act, to discuss the proposed Official Plan Amendment that will integrate the THSP into the Tecumseh Official Plan. A public meeting was scheduled for Tuesday, September 24, 2024 at 5:30 p.m.

ZBA Amico Excess Soil Site: Public comment was heard for a zoning by-law amendment application for a 15 hectare (37 acre) parcel of land located on the north side of South Talbot Road, immediately east of its intersection with Howard Avenue.   

Regular Meeting of Council

2024 Six Month Building Services Permit Report: Council received a report summarizing the permits issued for the first six months of 2024 (January to June) and comparing the values of the same period of the previous year. Construction value was reported at $67,701,335, which is up by 241% compared to this time last year. Additionally, the number of permits is up by 57% over last year at this time. This is primarily because multiple commercial and industrial building permits were issued within the first six months of 2024. You can find more information here. 

Amendment to the 2024-2028 PWES Capital Works Plan Banwell Road Corridor Improvements: Council received a report for the amendment to 2024-2028 PWES Capital Works Plan. The City of Windsor is proceeding with the Banwell Road Corridor Improvements from Mulberry Drive (just north of the EC Row Expressway) to CP Rail. Accordingly,  approval and funding of  Tecumseh ancillary works to the City’s project are necessary to ensure the desired project timelines are met for the overall corridor improvements and collaboration with the project partners continues. The ancillary works consist of road connections at Gouin, Maisonneuve and Intersection roads, the installation of water system infrastructure and gateway signage for the Town. The cost estimate for these ancillary works is $1,992,000. The Town’s ancillary works to the project was approved by Council and funded from $1,008,000 from the Road Lifecycle Reserve and $984,000 from the Water Facilities Reserve Fund.  You can find more information here. 

Shuttleworth Drain – Tender Award:  Council reviewed a report regarding the tender award for the Shuttleworth Drain project. In consultation with Rood Engineering Inc., Administration recommended that the Council award the tender to Murray Mills Excavating & Trucking (Sarnia) Ltd. for $190,726 (excluding HST), which was the lowest tender submission. The project involves restoring the Shuttleworth Drain to its original design capacity, which includes open drain work and the replacement and repair of existing culverts. Lacasse Park Use Agreement – Windsor-Essex Catholic District School Board: The Windsor-Essex Catholic District School Board, through St. Pius X Elementary School, has informally used the Lacasse Park parking lot for student drop-offs and pick-ups for several years. However, due to the increased use of the park, it has become necessary to formalize this arrangement and ensure that the Town is aware of the specific access needs. To ensure the safe use of the parking lot for all park visitors, a formal Use Agreement with the Windsor-Essex Catholic District School Board has been recommended to govern the non-exclusive use of a designated “Drop Off and Pick Up Area” in Lacasse Park by St. Pius X Elementary School. This new area is located next to the Bert Lacasse Ball Park and the eastern grounds of St. Pius X Elementary School. By-Law 2024-072 has passed its first, second, third, and final reading. Team Goran Event Sponsorship Agreement - RE/MAX CARE Realty, Team Goran is a proud supporter of Town of Tecumseh events and expressed an interest in a multi-year agreement for presenting sponsorship of three Town of Tecumseh events: Tecumseh Twilight, End of Summer Celebration, and Christmas in Tecumseh. The value of the sponsorship for the Tecumseh Twilight and End of Summer Celebration is $2,500.00 each, and $5,000 for Christmas in Tecumseh, totaling $10,000.00 annually. The agreement includes CRS department expectations regarding on-site activations and event marketing. Council approved the report and the agreement. Windsor/Essex Region Stormwater Manual Update - Council received a report for the Windsor/Essex Region Stormwater Manual update and adopted the updated standards for the design and review of stormwater infrastructure within the Town of Tecumseh.  The Manual provides technical stormwater standards to ensure stormwater infrastructure is designed using the best available scientific methods, with consideration for local conditions and climate change, to satisfy municipal stormwater management requirements within the Windsor-Essex Region. This manual is reviewed and updated regularly and applies to all municipalities in Windsor and Essex County. You can find more information here. 

Appointment of Drainage Engineer: Request for Repair and Improvement to the 11th Concession Drain: Council received a report appointing Oliver Moir, P.Eng., of Dillon Consulting Limited for the Drainage Engineer to make an examination of the drainage area for the purpose of providing for a new access culvert within the Drain. The Drain is on the east side of the 11th Concession Road and the south side of County Road 42. You can find more information here.
