Regular Meeting of Council

Zoning By-law Amendment 1539 Shawnee Road Scheduling of a Public Meeting: Council received a report recommending a public meeting be scheduled in accordance with the Planning Act as part of a zoning by-law amendment application filed for a vacant lot situated on the west side of Shawnee Road, south of the intersection with Brouilette Court (1539 Shawnee Road).  The amendment seeks to re-zone the property from “Residential Type Two Zone (R2)” to a site-specific “Residential Type Two Zone (R2- 27)” to facilitate the construction of a one-storey, semi-detached dwelling with special provisions. A public meeting was scheduled for Tuesday, December 10, 2024 at 5:30p.m. 

Financial Services Budget Variance Report – August 2024: Council received a report identifying projected year end operating budget variances, as well as a Capital/Lifecycle analysis comparing status of approved project funding to current activity. Town departments continuously monitor financial results and revise forecasts accordingly to ensure budget allocations and strategies are aligned.   Administration is projecting a year-end surplus in the Operating Budget of $182,241. This is made up of a tax-supported surplus of $293,536 (primarily attributed to investment income) and a rate-supported deficit of $111,295 (driven by higher than budgeted rates for wastewater treatment costs from the City of Windsor). Trans Canada Trail Registration Town of Tecumseh Multi-Use Pathways:  Council received a report recommending that the network of multi-use pathways within Town municipal limits along Riverside Drive (from the City of Windsor to Brighton Road) and Brighton Road (from Riverside Drive to the Tecumseh Road Roundabout) be registered with the Trans Canada Trail (TCT). TCT is an organization that advocates for Canada’s nationwide trail system, with the intention of providing guidance, funding and other resources to communities who operate multi-use trails within their community. The recommended trail designation in Tecumseh enables linkage to existing active transportation networks in Lakeshore (along County Road 2) to Windsor (the Ganatchio Trail south of Riverside Drive). By-law 2024-090 was given first, second, third and final reading, authorizing execution of the Registration Agreement with the TCT, enabling an application to the Trans Canada Trail’s Capital Improvement Program.

 

Telecommunications Municipal Access Agreement: Xplore Inc. and Explore Fibre L.P.:  Council received a report to authorize execution of a Telecommunications Municipal Access Agreement, with Xplore Inc. and Explore Fibre L.P. (Explore). The Government of Ontario has committed nearly $4B to bring access to reliable, highspeed internet to unserved and underserved communities across the province by the end of 2025. Xplore contacted the Town to authorize work within the municipal right-of-way to install fibre optic cable in rural areas of Tecumseh. Permits to lay fibre as set out in the initial 5-year agreement are $400 per application, with approximately $6,000 in expected revenue to be collected for the initial phase.  Associated Bylaw 2024-093 was given a first, second, third and final reading.
