Regular Meeting of Council
School Crossing Guard Program Recommendation: To provide broader coverage for safe pedestrian crossovers, Council received a report regarding the current School Crossing Guard Program relative to new pedestrian crossover and traffic control measures. These measures include utilizing pedestrian crossover treatments with higher control levels at current crossing guard locations, which are outlined in the new policies here. Council approved recommendations directing Administration to coordinate information sessions with the local schools affected by a change in approach to crossing guards. Council further directed the phasing out or further assessment of current Crossing Guard Program locations. Crossing Guards at the DM Eagle school will be discontinued after June, 2024 due to the closure of that school. For other locations, further assessments will be undertaken over the next few years, with results reported to Council prior to any decisions on the implementation of safety measures and the Crossing Guard Program.
Appointment of Auditor 2023 – 2027: The Town’s agreement term with the current auditors KPMG LLP, expired upon completion of the 2022 audit. The Town issued a Request for Proposal (RFP) for external auditing services and five submissions were received. After evaluation, KPMG LLP emerged with the highest overall score. The evaluation team recommends appointing them as the Town’s independent external auditor for a five-year term concluding in fiscal year 2027 and a bylaw be prepared. Council approved the recommendation and adopted the by-law.
2023 Annual Report on Investment and Cash Management: Council received the 2023 Annual Report on Investment and Cash Management, which outlines a management summary and provides a status analysis of the current investment portfolio and transactions made over the last year. PWES Staff Building Improvement Project – Tender Award: Council awarded the tender for the PWES Staff Building Improvement Project in the amount of $684,500 (excluding HST) to Greenlight General Contracting. The building improvement includes improvements to meet obligations under the Occupational Health & Safety Act while also improving the functionality of the overall space through a new universal washroom and laundry room, new lunch area, a new HVAC system.
Development Agreement Cedarhurst Avenue – Business Park Subdivision South Side of County Road 42: Council received the report regarding the development agreement, which establishes servicing, design, and construction requirements necessary for the development of the business park subdivision on full municipal services. Council passed the by-law authorizing the execution of the “851381 Ontario Ltd.” development agreement and authorized the giving of Notice of Intent to remove the Holding (H) zoning symbol from the subject property.
Zoning By-Law Amendment 259 Kensington Boulevard Results of Public Meeting and Final Recommendation: Council received the report outlining results of the Public Meeting from April 9, 2024, which answered questions put forward during the public meeting and in written submissions. Council supported the recommendation to approve the application and adopt the associated Zoning By-law amendment. Additionally, Zoning By-law 2065 was adopted.
2024 Supply of Various Vehicles: The Town has a Fleet Replacement Schedule to streamline the management of its fleet and serve as a roadmap for acquiring new vehicles and equipment within specified years. In accordance with the schedule, eleven (11) vehicles and/or pieces of equipment are recommended for purchase in 2024 and requests for formal quotes (RFQ) for Supply of Various Vehicles will be prepared and advertised in accordance with the Town’s Purchasing Policy. Replaced vehicles and equipment will be declared surplus and sold at auction, in accordance with the Town’s Purchasing Policy. The estimated cost net of recoverable taxes is $1,018,000 plus $27,000 in outfitting for a total of $1,045,000 to be funded from the Lifecycle Fleet Reserve. Council adopted the updated schedule and approved the funding for 2024 vehicle acquisitions.
LAS Sewer and Water Line Warranty Program Service Line Warranties of Canada Inc. Agreement Renewal Term: The Sewer and Water Line Warranty Program from Service Line Warranties of Canada Inc. (SLWC) offers residents an affordable option to safeguard their critical infrastructure. Covering repairs, replacements, or restoration from the home to the property line, often seen as the municipality's duty, the program ensures peace of mind at a low cost. Council received the report and authorized the extension of the program for another year.
Council considered a motion requesting a report to determine the feasibility and cost of extending the public transit service route to include ward 4 along Lesperance Road up to County Road 42 in ward 5. The motion was supported.
