Regular Meeting of Council

Memorandum of Understanding and Zoning By-Law Amendment Proposed Excess Soil Fill Site and Future Passive Municipal Recreational Area, Northeast of the South Talbot Road and Howard Ave. Intersection: Results of Public Meeting and Final RecommendationsCouncil received the report summarizing the results of a Public Meeting held on August 13, 2024 and a final recommendation on a Zoning By-law Amendment application with respect to a proposal from Amico Infrastructure Inc. to permit a temporary soil reuse site in accordance with Ontario Regulation 406/19: Onsite and Excess Soil Management, and long-term, a naturalized, passive municipal recreational use on a 15 hectare (37 acre) property located on the north side of South Talbot Road, immediately east of its intersection with Howard Avenue. In addition, the Report provides a summary and a recommendation regarding an associated Memorandum of Understanding and a future site plan control agreement for the subject property. The zoning by-law amendment was given two readings and Council adopted a by-law to enter into an agreement regarding the temporary soil reuse site.

Tecumseh Transit Service (TTS) January to June 2024 Status Report and One-Year Extension of Transit Delivery and Maintenance Services Agreement with First Canada ULC: Council received a report with a summary of ridership and revenue figures for the Tecumseh Transit Service (TTS) for the first half of 2024 (January to June), highlighting a slight increase in both compared to the same period in 2023. It also includes recommendations on the provision of transit services for 2025, considering ongoing discussions with neighboring municipalities about potential future changes. Additionally, the report offers a status update on the purchase of three electric buses and the associated charging infrastructure which outlines that the RFP closes later this month after which a contract will be awarded to the successful bidder with the subsequent delivery of the new electric buses anticipated early in 2025. Council approved a 1-year extension of the agreement with First Canada ULC.

Zoning By-Law Amendment, Petretta MRSPA Lands, Scheduling of a Public Meeting: Council received a report requesting the scheduling of a public meeting for parcel of land which is located south of County Road 22, east of Lesperance Road and within the Manning Road Secondary Plan Area. The application is seeking to amend Zoning By-law 85-18 by rezoning the subject lands to permit the construction of a 332-unit residential development consisting of two 4-6 storey apartment buildings. The public meeting is scheduled for Tuesday, October 8 at 5:30pm. 

Budget Variance Report – June 2024: Council received a report from Administration on the year-to-date financial activity and a forecast for the Town’s year-end financial position. Based on projections and assumptions through December 31, 2024, Administration anticipates a year-end deficit in the Operating Fund of $462,285. This consists of a tax-supported surplus of $71,337 and a rate-supported deficit of $533,622. The key elements of the tax supported surplus include investment incomes and salaries and benefits. 

2024 Vehicles – Award of John Deere 320p Backhoe: Council received a report outlining the purchase a John Deere 320p Backhoe in the amount of $200,550 plus HST be awarded to Brandt Tractor Ltd. The backhoe in the PWT Division is used for all storm and sanitary repairs as well as in day-to-day operations throughout the Town. Council approved the funding allocation for the backhoe, reflecting a total budget requirement of $207,110 with a $29,030 increase to the original allocation. 

Housing-Enabling Water Systems Fund (HEWSF) Tecumseh Hamlet Northwest Trunk Water and Wastewater Infrastructure Project Contribution AgreementCouncil received the report for Housing-Enabling Water Systems Fund (HEWSF), to help municipalities develop, repair, rehabilitate and expand critical drinking water, wastewater and stormwater infrastructure. Council again acknowledged receipt of the recently announced grant in the amount of $15,121,676 through the HEWSF fund to be used to extend water and wastewater infrastructure to the Tecumseh Hamlet Secondary Plan area to facilitate development. Council further approved project funding allocations reflecting a total project budget of $20,714,625, with a $4,142,925 increase to the original allocation from the Watermain Reserve Fund for an increase from $2,054,300 to $2,567,875 and the Wastewater Sewers Reserve Fund for increase from $14,517,400 to $18,146,750.
