DMAF Phase 1: Scully-St. Mark's Pump Station and Riverside Drive East Reconstruction Project

Construction works are continuing for the Scully-St. Mark’s Pump Station Replacement and Riverside Drive East Reconstruction Project and have now progressed to a point where the Contractor will begin the installation of storm and sanitary sewers, watermain, and road reconstruction along Riverside Drive within the Project Area (between Grant Avenue to Arlington Boulevard). To facilitate this construction, Riverside Drive will now be closed from Grant Avenue to Arlington Boulevard starting on April 14, 2025. Access from adjacent roads onto Riverside Drive within the project limits will be restricted to local traffic only.  It is expected that this closure will remain in place until the completion of the project, which is currently anticipated for Fall 2025. 
 
Sidewalk and pathway use will be restricted throughout the project limits. Appropriate signage will be installed to notify pedestrians of any closures. Temporary closures of portions of Grant Avenue, Edgewater Boulevard, St. Mark’s Road, and Arlington Boulevard will be required to accommodate construction at various stages. Appropriate signage will be posted as required to provide notice of any road closure changes and to direct traffic to the detour route. The project detour route remains Tecumseh Road and Manning Road to divert east-west commuter traffic away from Riverside Drive East between Manning Road and Brighton Road. Please be advised Scully Beach Park and St. Mark’s Beach Park are closed from public access for the duration of this project. Nearby residents and pedestrians requiring access within the project limit are advised to exercise caution and follow all posted signage accordingly. Project Overview

This project marks Phase 1 of Tecumseh's Climate Change and Flooding Resiliency Project funded in part by the Government of Canada through the Disaster and Mitigation Adaptation Fund (DMAF).

The Town is providing an upgrade to a component of the regional stormwater infrastructure located in the St. Clair Beach area, along Riverside Drive between Grant Avenue and St. Mark's Road. The Scully Pump Station and St. Mark's Pump Station will be replaced by a consolidated pump station with increased capacity to help mitigate the risks of flooding for the service area.

Riverside Drive between Grant Avenue and Arlington Boulevard

The work involves replacement of both pump stations into a consolidated Scully-St. Mark's Storm Pump Station located at the Scully Beach Park site (13698 Riverside Drive East). This project will also include installation of new trunk storm sewer along Riverside Drive, between Grant Avenue and Arlington Boulevard and upgraded shoreline protection works at both the Scully Beach Park site and St. Mark's Beach Park site. 

The work includes the following:

  • Decommissioning of the existing Scully Storm Pump Station located at 13698 Riverside Drive East
  • Decommissioning of the existing St. Mark's Storm Pump Station located at 13770 Riverside Drive East
  • Construction of a newly consolidated Scully-St. Mark's Storm Pump Station at the existing Scully Storm Pump Station site. 
  • Installation of approximately 500 meters of Trunk Storm sewer along Riverside Drive East, between Grant Avenue and Arlington Boulevard
  • Shoreline protection upgrades at the new Scully-St. Mark's Storm Pump Station site

This project will be completed in two stages.

  1. Stage 1 will include the pump station works at 13698 Riverside Drive (Scully Beach Park) and 13770 Riverside Drive (St. Mark's Beach Park). (In-Progress)
  2. Stage 2 will involve the road reconstruction and trunk sewer installation on Riverside Drive East within the project limit (Grant Avenue to Arlington Boulevard). (Commencing April 2025)

The following traffic detour and associated signage will come into effect once excavation begins at the Scully Beach park site (13698 Riverside Drive East), expected early May 2024 until project completion (Fall 2025).

Riverside Drive will be closed between Grant Avenue and  Arlington Boulevard, including St. Mark's Road, with the exception of local traffic. Appropriate detour signage is posted to facilitate this closure.

East-west commuter / through traffic is detoured away from the project area and to instead use Tecumseh Road East between Manning Road and Brighton Road. Access to properties within the road closure will be maintained with through traffic not permitted. It is expected that the operation of construction equipment and staging of dump trucks required to complete construction may cause traffic delays within the closure area. A pump station is a facility that pumps sewage (storm or sanitary) to an outfall where it can be safely released or treated. They are very common in areas where flow of sewage by gravity is challenging due to low-lying areas. They can also be understood as a barrier between the outfall and local components of a sewage system, holding water from re-entering the system. 

Considering the local region of Windsor-Essex is relatively flat, pump stations play a key role in the conveyance of sewage within the Town. 

Phase 1 of Tecumseh’s DMAF project marks a significant progression towards increasing the level service of the Town storm water infrastructure system in the St. Marks and Scully Pump Station service area. Before surface flooding solutions can be administered on the local level, regional surface flooding solutions must be prioritized to facilitate these upgrades. In other words, before storm sewers can be upgraded to improve local capacity, regional storm water components (including storm water pump stations) that handle these sewer capacities must first be upgraded accordingly. 

Completion of Phase 1 will provide increased pumping capacity (6 times more than that of the existing) of the Scully/St. Marks Storm Pump Station and increased conveyance capacity from the Pump Station by installation of a new storm trunk sewer on Riverside Drive East. This is a crucial step in enhancing the level of service provided in the Scully/St. Marks Storm Pump Station catchment area, as it enables completion of local storm sewer upgrades for this area in the future.
